It the CRAFTSMAN /MD Wide Dual Stage Gas Snow blower. Behind the auger there is a bar, does that bar need clearance or can it be lowered to the ground; Owners manual was no help, either was sears customer service support.

You probably mean the scraper bar located on the bottom between the two skids or shoes on each side of the machine.
If you have a paved driveway and you want to scrape it good, then the bar should be flush with the skids. If you have a gravel driveway then the bar can be adjusted probably 1/2" higher than the skids.
It's important to keep those two components low enough so that they will eventually wear out and not the bottom metal part of your machine.
